With Level 1 can you import an svg file and convert to embroidery?

With Level 1 of Embrilliance, you could not import any vector images and convert them to embroidery files. This would require Level 2 or 3, as Level 1 only allows you to import raster images (such as .jpeg, .png, .bmp, etc) to be used as a background to design over.
